Mr. Flynn

To ask the Secretary of State for Wales what is the average level of the poll tax so far declared by Welsh local authorities.

Information available to me at present indicates that declared community charges range from £169 to £284 with a weighted average of £222.

Mr. Wigley

To ask the Secretary of State for Wales if he will publish a table showing for each of the past 10 years, for each county in Wales, the total expenditure by that county authority, and the contribution towards their spending that came from(a) Exchequer grants, (b) rate contributions, (c) capital receipts and (d) other sources.

Mr. Wigley

To ask the Secretary of State for Wales what targets were set by his Department and what are the actual sums set by each district, borough and city council for(a) each borough community charge and (b) each average sum for community council purposes within each council.

Mr. Peter Walker

Information about the actual level of community charge set by councils will be published when available. I have set no targets for 1990–91; it is for councils to determine their own budgets.
