To ask the Secretary of State for Foreign and Commonweath Affairs whether Her Majesty's Government will be proposing reforms to the tropical forestry action plan during the joint meeting between the European Community and the African, Caribbean and Pacific countries on 19 to 24 March.

I called for the reform of the tropical forestry action plan when I addressed the UN Food and Agriculture Organisation general conference in November. Following that conference the FAO commissioned an independent review of TFAP. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs met the review team on 6 March.

The meeting between the European Community (EC) and African, Caribbean and Pacific (ACP) countries on 19 to 24 March is a forum for representatives of the European and ACP Parliaments. Representatives of EC and ACP Governments meet on 28 and 29 March to discuss issues related to the Lome conventions. We have no plans to pursue reforms to the tropical forestry action plan at this meeting.
