Directly comparable figures for 1984 are not available. The Education Act 1981, which replaced the system of special educational treatment for pupils under the Education Act 1944 with the concept of special educational provision, did not come into effect until April 1983. The first collection of statistics on the number of pupils with statements of special educational needs was in January 1984 and consequently the numbers in this early transitional period are small compared to subsequent years.
In January 1984 in England there were 14,563 pupils with statements of special educational needs and 124,312 pupils requiring special educational treatment attending maintained schools. These represent 0.2 and 1.7 per cent 27W of all pupils in maintained schools respectively. Many of the latter would subsequently have been made the subject of a statement.
