asked Her Majesty's Government:

Further to the reply made by Viscount Ullswater on 1st March—

  1. (i) in planning for future electricity generating capacity, to what extent they are relying on as yet unapproved applications from the private sector for the construction of small new power stations; and
  2. (ii) whether they are satisfied that the construction of large capacity generating stations to provide electricity where it is likely to be required can be successfully financed by the private sector alone.

There is very little that I can add to the Answer I gave the noble Viscount on 1st March 1990. Planning for future electricity generating capacity is a matter for the industry. The Government believe that the pricing system devised for electricity generation will ensure generators a return on capital investment that will attract finance to enable sufficient capacity to be built to maintain the current security of supply standards.
