§ Lord James Douglas-HamiltonIn the light of consultation with representative organisations my right hon. and learned Friend has decided to make the following changes from 1 April 1990.
He proposes to increase fixed penalty levels to £16 for non-endorsable offences and £32 for endorsable offences, and to amend the range of offences to include the offences of failing to comply with a red signal at a pelican crossing and failing to accord precedence to pedestrians at a pelican crossing or zebra crossing.
