§ Mr. WaldegraveThe question of access to proceedings in New York is for the United Nations to resolve in consultation with the United States Government in accordance with the headquarters agreement. There is an observer mission of Palestine at the United Nations and the head of the PLO political department visits the United Nations regularly.
§ Mr. CohenTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will make representations to the United States Secretary of State to remove restrictions on Palestinian political leaders entering the United States of America to address meetings and engage in political dialogue.
§ Mr. WaldegraveIt must be for the United States Government to decide who should or should not be 699W allowed to enter the United States. A number of leading Palestinians have visited the United States and addressed meetings there. We welcome this and the official US-PLO dialogue in Tunis.
