To ask the Secretary of State for the Environment if he will conduct a study on the comparative environmental risks of polychlorinated biphenyls and ugilec.

The Commission of the European Communities has recently made a proposal to the Council of Ministers for a directive to prohibit the marketing and use of ugilec 141 and ugilec 121 in the Community. I understand that neither of these substances has been used to a significant extent in this country. However, the Government will be pressing for a full assessment, at the Community level, of the risks posed by these substances compared with the risks of PCBs which they are intended to replace.
