Local authorities have planned to use £625 million of rate fund revenue account balances and £162 million of housing revenue account balances in 1989–90. Information on planned use of balances in 1989–90 on other accounts is not available.

In 1990–91 it has been assumed for the purpose of calculating the community charge for standard spending that authorities do not make any use of rate fund revenue account balances. No assumptions have been made about the use of housing revenue account balances in 1990–91.
