Mr. Dobson

To ask the Secretary of State for Energy what are the latest figures he has on the number of major energy-consuming sites and the percentage of total energy consumption by manufacturing industry for which these sites are responsible.

Mr. Wakeham

The information comes from the five-yearly purchase inquiries conducted with a sample of 10,000 United Kingdom manufacturing sites and establishments by the Business Statistics Office. Latest figures are from the 1984 survey. Data from the 1989 survey is not yet available. The 1984 sample was based on 7 per cent. of the total 136,000 estimated manufacturing establishments, but accounts for an estimated 81 per cent. of the total energy consumed in manufacturing industry. The survey indicated that there were 328 establishments with energy consumption in excess of 5 million therms per annum, representing 51 per cent. of the total energy purchased by manufacturing industry.

To ask the Secretary of State for Energy what is the Energy Efficiency Office's current target number of major energy-consuming sites with monitoring and targeting systems.

Mr. Wakeham

The EEO's target is for monitoring and targeting systems to be implemented at 1,000 major energy-consumer sites by the end of the financial year 1990–91.

To ask the Secretary of State for Energy what is the latest figure for the number of major energy-consuming sites implementing monitoring and targeting systems under the Energy Efficiency Office's monitoring and targeting scheme.

The latest estimate is that 800 major energy-consuming sites are implementing monitoring and targeting systems.

To ask the Secretary of State for Energy whether he will instruct the Energy Efficiency Office to develop a fully comprehensive and detailed database on major energy users in the industry and commerce sector.

Mr. Wakeham

My Energy Efficiency Office is at the moment considering establishing a comprehensive database of major energy users in industry, commerce and local government. Our regional energy efficiency officers already have a considerable amount of such data, as has our energy technology support unit.
