§ Mr. Archie HamiltonA limit of 195,000 for United States and Soviet ground, air and air defence personnel to be stationed in a central area, comprising Belgium, Denmark, Federal Republic of Germany, Luxembourg, Netherlands, Czechoslovakia, German Democratic Republic, Hungary and Poland, was agreed in Ottawa earlier this month. I am not aware that either side has yet decided what effect this limit will have on ground forces.
