§ Mr. MacdonaldTo ask the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy with regard to states that are capable of producing chemical weapons having signed a chemical weapons convention before the transitional period for the implementation of a chemical weapons convention can be deemed to have been concluded.
§ Mr. WaldegraveWe shall encourage all states to sign and ratify a chemical weapons convention at the earliest possible time after it has been agreed.
