§ Mr. WaldegraveAfter a long lull in the fighting in Eritrea, the Eritrean People's Liberation Front launched a major offensive on 8 February. The fighting is still going on, but it appears that the port of Massawa is in EPLF hands. In their statement of 20 February, the Twelve expressed deep concern about the implications of the renewed fighting for the famine relief operations which are urgently required, and for the prospects for peace negotiations.
