asked Her Majesty's Government:

Whether it has been decided that England and Wales should not participate in international tests of pupils' schooling achievements in reading literacy organised by the International Association for the Evaluation of Educational Achievement; and if so whether the reason for the refusal is connected with the fact that this body is in favour of simple paper and pencil tests.

Her Majesty's Government was not party to decisions on participation in this survey, which fell to the independent institution to which the proposal was put.
