§ Mr. WaddingtonThe basis for monitoring progress towards the target of 15 per cent. reduction over five years has been set by the Energy Efficiency Office at the Department of Energy. The actual consumption for 1989–90 will be the starting point and the consumption of all fuels will be converted to a common unit of kilowatt hours to enable direct overall comparisons to be made.
