To ask the Secretary of State forWales if he will take steps to enable Alyn and Deeside district council to have direct representation upon the Clwyd, Gwynedd 1990 2 Clwyd TEC; and if he will make a statement.

No. The Government's White Paper "Employment for the 1990s" said that training and enterprise councils were to be employer-led. Two thirds of the directors, including the chairman, must be local business leaders from the private sector. The balance may be drawn from other sectors including local authorities, but this is for individual TECs to determine. The TECs will need to work closely with all relevant groups in the community, including the local authorities, and must demonstrate that they have widespread support before their plans will be approved.
