§ Sir Dudley SmithTo ask the Secretary of State for Foreign and Commonwealth Affairs if he has received a copy of the Council of Europe's observer team's report on the general election in Bulgaria; and if he will congratulate that country on returning to an acceptable form of democracy; and if he will explore ways of encouraging Bulgaria to play a useful role in the European context.
§ Mr. WaldegraveWe are looking forward to receiving the Council of Europe observers' report. But it is already 17W clear from the reports we have received from other observers that Bulgaria has made a considerable step towards democracy. This should help Bulgaria to play its full part in European affairs.
