§ Mr. BaldryMy officials received a copy of the IAEA's safeguards implementation report in May. The agency concluded that the nuclear material under its safeguards in 1989 remained in peaceful nuclear activities. There are no new implications for the policies of my Department arising from the report. A summary of the report will be contained in the agency's 1989 annual report, which will be placed in the Library of the House when it becomes available.
