§ Mr. John PattenI understand from Essex police that there were no neighbourhood watch schemes in June 1983 or June 1984 in the area covered by the Chelmsford sub-division of Essex police, which covers very nearly the same area as the local authority area. The first scheme in this area was set up on 31 October 1984. There were 128 neighbourhood watch schemes at the beginning of June 1987 and at the beginning of June 1990 there were estimated to be 217 schemes in the area.
