§ Mr. Michael SpicerDetails of planned expenditure were given in the 1988 public expenditure White Paper (Cm 288–11). These were revised in the 1990 public expenditure White Paper (Cm 1008) in the light of the Housing Act 1988 requirement for tenants to be balloted. No expenditure has been incurred so far.
