§ Mr. Nicholls[holding answer 11 June 1990]: My right hon. and learned Friend has received a number of representations about the relationship between liability to pay a proportion of the community charge and the minimum level of training allowance to young people aged 18 years or over who are on youth training. These representations have been referred to the Secretary of State for the Environment, who is reviewing the operation of the community charge to see if there are any anomalies which need to be addressed.
