These numbers include local prisons which have special training facilities. HMP Lindholme can accommodate both Category C and D life sentence prisoners and has been counted in both categories.

TECs: EUROPEAN SOCIAL FUND SUPPORT

Lord O'Hagan

asked Her Majesty's Government:

How many applications they have submitted for grant aid from the European Social Fund for training and enterprise councils and when they expect the first British application for such a grant to be adjudicated.

The Parliamentary Under-Secretary of State, Department of Employment (Lord Strathclyde)

: Under the reform of the European Social Fund (ESF) which comes into effect this year, my department will no longer submit individual project applications to the European Commission for funding to be decided. Provision has been made for training and enterprise councils (TECs) within the much more broadly based operational programme applications, which address the specific funding priorities adopted by the European Commission in its Community support frameworks. Once the European Commission has approved our programmes we will then be in a position to allocate money to eligible individuals projects, including those of TECs. Subject to an early Commission decision, my department aims to have new procedures in place for payments to be made during this summer, in line with the timetable for previous ESF arrangements administered directly by the European Commission.
