§ Mr. Andrew WelshTo ask the Secretary of State for the Environment what steps he intends to take to control or regulate contractors involved in the disposal of chlorofluorocarbons; and if he will introduce a licensing system for such contractors.
§ Mr. TrippierWaste chlorofluorocarbons from industry, commerce or households are controlled waste, the disposal of which already requires a licence from a waste disposal authority. Under the Control of Pollution (Amendment) Act 1989, persons carrying any controlled waste will be obliged to register. The Environmental Protection Bill will also impose a duty of care on any person who produces, carries or disposes of controlled waste.
