Whether they intend to ensure that those trained at the expense of the taxpayer in the Armed Forces should be subject to any kind of repayment when subsequently they take employment outside the Service, parallel to the loan repayments which are to be required from others trained or educated at the taxpayer's expense.

Personnel are required to complete a minimum return of service in recognition of the training they have received before being permitted to leave the Services. Personnel in receipt of cadetships and bursaries while undertaking university degree courses who decide not to enter the Services or who wish to leave before completing the minimum return of service are required to repay a proportion of the cost of their training.
