§ Mr. RifkindIt is the duty of the Training Agency to enter into contracts with training providers to provide for the delivery of sufficient places to meet likely demand from potential trainees including those with mental health problems and other special needs groups. It is the responsibility of training providers to maintain their staffing at levels commensurate with the efficient and cost-effective delivery of their training commitment in terms of such contracts.
