To ask the Secretary of State for Social Security what percentage of the poorest one tenth of the population in the period 1981 to 1985 he estimates had an income rise of (i) minus 5 per cent, or less, (ii) 0 to minus 5 per cent., (iii) 0 to plus 5 per cent. and (iv) plus 5 per cent. or more.

The households below average income analysis is derived from data on incomes contained in the family expenditure survey which is a continual annual survey of a sample of private households in the United Kingdom. The households below average income analysis enables comparisons to be made between the position of decile groups over time, but, because the sample consists of different families each year, it is not possible to draw similar comparisons between individual families.
