§ Mr. Michael SpicerI have no immediate plans to do so. As the law stands, freehold tenure does not provide a sound basis for the ownership of flats. The concept of commonhold is being developed with a view to overcoming this problem, but a number of important issues remain to be resolved. I understand that my right hon. and learned Friend the Lord Chancellor intends to make a statement on the subject in due course.
