§ Mr. MellorSince 1986 my ministerial colleagues and I have met individuals and groups with widely differing views on the subject. In the past year these have included representatives of OPEN (previously, the Community Shops Group), the British Hardware Federation, Keep Sunday Special Campaign, the Association of District Councils, the British Videogram Association, the Retail Consortium and the Shopping Hours Reform Council. No proposal to reform the law has yet been put forward which seems likely to command sufficient support to pro vide the basis for legislation.
