To ask the Secretary of State for the Environment if he will list his responsibilities in relation to Her Majesty's Government's responsibilities and policies on the worldwide protection of wildlife.

Formal responsibility for the conclusion of all international agreements and conventions rests with my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs. Within the context of collective Government responsibility, my right hon. Friend the Secretary of State for the Environment implements our obligations under the Washington convention on international trade in endangered species (CITES), the Ramsar convention on wetlands of international importance, the Bonn convention on the conservation of migratory species of wild animals and the convention for the protection of the world cultural and natural heritage. He also has responsibility for formulating the United Kingdom's contribution to the world-wide development of those conventions.
