§ Lord James Douglas-HamiltonMy right hon. and learned Friend and I met the president and other senior officers of the convention on 6 April. This was the first of this year's meetings to discuss Government support for local authority current expenditure in 1991–92. There was also some discussion of a progress report prepared by the convention on the first year of the administration of the community charge.
