To ask the Secretary of State for he Environment how many local authorities have facilities for the collection of clinical waste.

Mr. Trippier

My Department is currently conducting a review of clinical waste management systems, but there is no comprehensive information available at present. Every waste collection authority has a duty to collect all clinical waste that is also household waste and a duty to collect any such commercial waste if requested to do so.

To ask the Secretary of State for the Environment how many local authorities charge for the collection of clinical waste from(a) private nursing homes, (b) voluntary sector residential homes and (c) private dwellings under the Collection and Disposal of Waste Regulations 1988; and on what basis each local authority charges for its collections.

Information on local authority charges is not held centrally. DOE circular 13/88 (Welsh Office circular 19/88) advises local authorities that charges should be realistic and should have a direct relationship to the cost of providing the service.
