§ Mr. PaiceTo ask the Secretary of State for Education and Science whether he will list for each local authority (i) the proposed bid made for the local education authorities training grants scheme, (ii) the indicative maxima, (iii) the actual grant allocated and (iv) the national average level of grant allocated for both national and local priority expenditure on the primary sector for the year 1990–91.
§ Mrs. RumboldIn most of the areas of training which DES circular 20/89 specified as national priority areas for 1990–91, and in the local priority area for the same year, allocations of the amounts of expenditure eligible for support were made on the basis of mathematical formulae reflecting the size of the relevant pupil or student population. For training of articled teachers, allocations were determined through a process of negotiation with those consortia of authorities which had expressed an interest in participating in the scheme. Initial bids for the remaining areas are shown in table A.
The indicative maxima for 1990–91 are shown in table B. Final maxima, as notified to authorities in December 1989 or March 1990, are shown in table C. This includes all areas of the scheme except training of educational psychologists, where maxima are yet to be determined.
It is for individual local education authorities to determine what proportion of their allocations should be spent on the primary sector, since they are best placed to identify the particular patterns of training needs in their own areas. In 1990–91, however, there are three national priority areas specifically directed towards training in the 506W primary sector. These areas provide support for a total of almost £11.7 million of expenditure, allocated on a per capita basis.
