§ Mr. DobsonTo ask the Secretary of State for Defence if he will give for each year from 1978 the energy consumption, broken down by fuel, of the buildings occupied by his Department, expressing the figures in(a) cash terms, (b) 1978–79 money terms and (c) units of consumption for electricity in kilowatt hours, gas in therms, liquid fuel in litres and solid fuel in tonnes.
§ Mr. Archie HamiltonThe information is not held in the form requested. However, section 2 of the "Statement on the Defence Estimates" for the years 1980–81 onwards gives details of energy consumption, on the defence estate, in terms of petajoules or volumes of oil. Figures for expenditure on consumption of non-operational fuel are available for the years 1985–86 onwards only, and are as follows:
427W
£ thousands 1985–86 1986–87 1987–88 Electricity 130,974 141,196 137,713 Gas 43,681 46,885 41,321 Solid Fuel 10,350 11,614 10,618 Liquid Fuel 97,668 49,340 42,994 For details of the expenditure on fuel consumption for the financial year 1988–89, I refer the hon. Member to the answer given to him on 10 May 1990, Official Report, column 213.
§ Mr. DobsonTo ask the Secretary of State for Defence if he will give the number of dedicated energy managers in his Department and the number of person years devoted to energy management in the latest year.
§ Mr. Archie HamiltonThere are 15 full-time energy managers in the Ministry of Defence with a much larger number employed as energy wardens at units and establishments on a part-time basis. As the proportion of energy wardens' time devoted to energy management in the last year is not recorded, I am unable to give the total number of person years devoted to energy management.
§ Mr. DobsonTo ask the Secretary of State for Defence if he will give the number of energy audits carried out in his Department in the last five years and for each audit a statement of its main conclusions.
§ Mr. Archie HamiltonThe Ministry of Defence has carried out 295 energy audits over the last five years. It is not practicable to summarise the findings of this number of audits; however, the potential for a savings on energy consumption of 15 to 20 per cent. has been identified in most cases.
