Mr. Dobson

To ask the Secretary of State for the Home Department if he will give the number of energy audits carried out in his Department in the last five years and for each audit a statement of its main conclusions.

Mr. Waddington

Sixteen energy audits were carried out in the Home Office in the last five financial years. The main conclusions for each audit were as follows:

Establishment and Main conclusions

Abell House

  • Automatic lighting control.
  • Switching off all non essential equipment.
  • Switching off of Boiler Plant.
  • Reduction of heating levels.

Cleland House

  • Automatic lighting control.
  • Improved heating control.
  • Reduction of heating levels.

Branston Store

  • Installation of fast operating loading doors.
  • Removal of all non perishable goods to one building.
  • Insulation to roofs.
  • Occupancy sensors.
  • Improve heating controls.

Steventon Store

  • Prevent ingress of cold and damp into plant rooms.
  • High Speed doors to well used warehouses.
  • Lighting controls in warehouses.
  • Replace tungsten lamps with latest fluorescent fittings.

Lunar House

  • Better thermostatic control.
  • Improve insulation on flow and return pipes.
  • Reduce air infiltration to main entrance by improving door mechanisms.
  • Door draught stripping.

Fire Service College

  • Provide alternative fuel for planned replacement of boiler plant.
  • Supply a swimming pool cover.
  • Replace electric heating in one building.
  • Insulate walls of selected buildings.
  • Modify heating controls in study blocks.

Queen Anne's Gate

  • Replace tungsten bulbs with compact fluorescent fittings.
  • Install automatic lighting controls where appropriate.
  • Extend use of Building Management System.
  • Modify air handling to several areas.

Horseferry House

  • Re-set thermostatic radiator valves.
  • Install automatic lighting controls where appropriate.
  • Install more efficient luminaires.
  • Install more efficient fluorescent lamps.
  • Draught proof windows.
  • Install power factor correction equipment.
  • Improve housekeeping.
  • Changing from a rated water supply to a metered water supply would save approximately £39,000 pa.

Her Majesty's Prison, Send

  • Energy consumption is reasonable given the current site conditions.
  • Many roofs are currently unlagged, improvement will not be cost effective on energy savings alone.
  • Consideration was given to combined heat and power plant but site is not considered suitable.
  • A building management system will not be a cost effective measure.

Her Majesty's Prison, The Verne

  • Install cavity wall and roof insulation.
  • Fit compensator controls where appropriate.
  • The establishment has already modified the external lighting as far as possible to make energy savings.
  • All tungsten luminaires should be changed to high frequency control gear type.
  • Fluorescent luminaires should be changed to high frequency control gear type.

Her Majesty's Prison, Brixton

  • Install an energy management system.
  • Fit Krypton tubes in existing fluorescent fittings.
  • Delegate officers to switch off unwanted lights in areas under their control.
  • Fit Krypton tubes to fluorescent fittings.

Her Majesty's Prison, Cookham Wood

  • The buildings are insulated to an acceptable standard and additional insulation would not be cost effective. Energy consumption is reasonable and high energy savings cannot be expected.
  • Minor modifications to the heating system should be made.
  • A building management system would not be cost effective.
  • It may be possible to reduce the installed lighting load by using energy efficient Krypton tubes.
  • An officer in each area should be delegated to control lighting.

Her Majesty's Prison, Coldingley

  • The fuel should be changed from heavy fuel oil to dual fuel, gas/light oil.
  • LPHW boilers should be installed in the main accommodation block, works complex, administration block and industrial workshops.
  • Replace the steam boilers in the boiler house with steam generators.
  • Sequence the operation of the laundry machinery.
  • Install a building management system.
  • Provide power factor correction equipment.

Her Majesty's Prison, Long Lartin

  • Install heat recovery equipment in the laundry.
  • Fit SON luminaires in workshops etc. and consider their use for external security lighting.
  • Install a building management system.
  • Consider the decentralisation of the heating system.

Her Majesty's Prison, Leyhill

  • Install heat recovery equipment in the laundry.
  • Use high efficiency luminaires for external lighting.
  • Install a building management system.
  • Consider the installation of a water treatment plant.

Her Majesty's Prison, Cardiff

  • Install heat recovery equipment in the laundry.
  • Fit SON luminaires in workshops etc.
  • Install a building management system.

To ask the Secretary of State for the Home Department if he will give the number of dedicated energy managers in his Department and the number of person years devoted to energy management in the latest year.

Mr. Waddington

There are four dedicated energy managers in the Home Office. In 1989–90 a total of 5.33 person years were devoted to energy management.

To ask the Secretary of State for the Home Department if he will give for each year from 1978 the energy consumption, broken down by fuel, of the buildings occupied by his Department, expressing the figures in(a) cash terms, (b) 1978–79 money terms and (c) units of consumption for electricity in kilowatt hours, gas in therms, liquid fuel in litres and solid fuel in tonnes.

No information is available on energy consumption in prison service establishments for financial years prior to 1982–83 and for other Home Office buildings for financial years prior to 1985–86. For later years, the information requested is not available in the format requested and could be obtained only at disproportionate cost.
