Mr. Wigley

To ask the Secretary of State for Foreign and Commonwealth Affairs how many representations he has received from(a) the Lithuanian association of Great Britain, (b) the Baltic Council based in the United Kingdom and (c) News from Estonia, on the Helsinki accord and its relevance to recent events in the Baltic states.

We have received two letters from the Lithuanian Association of Great Britain, one from the Baltic Council and one from News from Estonia about the relevance of the Helsinki final act to recent events in the Baltics. The question has also been raised in meetings between our officials and representatives of these organisations.

To ask the Secretary of State for Foreign and Commonwealth Affairs what conditions have to be met to enable Her Majesty's Government to establish full diplomatic relations with Lithuania, Latvia and Estonia.

Before we can establish full diplomatic relations with Lithuania, Latvia and Estonia, these republics would need to fulfil our criteria for the recognition of an independent state, which were set out in the answer which I gave to the hon. Member for Newport, West (Mr. Flynn) on 19 March, vol. 169, col.447.
