§ Mr. AtkinsThe Department expects to publish its proposals at about the end of the year. A public inquiry, which will, no doubt, be necessary, could be held in 1991. Subject to the satisfactory completion of the statutory procedures I expect construction work to start in 1993 and then to take up to two years to complete.
