To ask the Secretary of State for Trade and Industry, pursuant to his reply to the hon. Member for Billericay on 3 July,Official Report, column 360, what was (a) the estimated cost to business, for each year, of complying with the regulations and (b) the number of entirely new regulations introduced in 1987, 1988 and 1989.

In line with published arrangements, not all regulations made over the three years in question were the subject of compliance cost assessments. I am therefore unable to provide the comprehensive estimates requested.

The numbers of entirely new regulations—excluding amending, revoking and consolidating instruments and commencement orders for Acts—introduced in each of the years 1987–89 were as follows:

To ask the Secretary of State for Trade and Industry how many regulations have been abolished in the last three years(a) in the normal course of events and (b) in response to his Department's deregulation units recommendations.

In 1987, 682 statutory instruments, including regulations, rules and orders, were abolished. Information for 1988 and 1989 is not yet available. During the three-year period, the deregulation unit played a part in the abolition of a number of regulations, but where its recommendation was the determining factor cannot readily be established.
