asked Her Majesty's Government:

Whether they will consider imposing an obligation on local authorities proposing to licence open-air musical performances to give advance warning to residents in areas likely to be affected.

We have at present no power to impose such an obligation on local authorities under public entertaining licensing law. The relevant provisions of the Local Government Act 1963 and the Local Government (Miscellaneous Provisions) Act 1982 relating to the granting of public entertainment licences enable open-air performances to be regulated and, among other things, provide for controls to prevent unreasonable disturbance to local people.
