To ask the Secretary of State for Health what is the basis of his calculation that between 1982 and 1989 real-term spending by Islington health authority rose by 9.5 per cent. and that the initial cash allocation year is up by 9 per cent. on last year—Official Report, 6 July, column 1319.

The estimate of a 9.5 per cent. increase in real-term spending between 1982 and 1989 by Islington health authority is based on the increase in gross revenue expenditure between 1982–83 and 1988–89, as reported in the health authority's annual accounts, adjusted for the increase in gross domestic product for the same period.

The 9 per cent. initial cash increase represents the difference between initial cash allocations in 1989–90 and 1990–91.
