§ Mr. MacGregorI am publishing my proposals for attainment targets and programmes of study for history today. They are substantially based on, but differ in some respects from, the recommendations of the history working group. I have taken account of the many comments I have received on the final report of the history working group, and also of the advice of the School Examinations and Assessment Council on the feasibility of the working group's proposals for the purposes of assessment. I am publishing that advice with my proposals. I am also republishing the working group's report so that it will be clear what changes I am making. I am also writing today to the chairman of the National Curriculum Council to ask that council to undertake the formal statutory consultation on my proposals and to report to me by 17 December.
