To ask the Secretary of State for Wales what steps he is taking to introduce a statutory right to representation in community care services for disabled people who are unable or choose not to represent themselves.

Provision for the appointment of authorised representatives of disabled people and as regards their rights in relation to the provision of services for the person they represent is made in sections 1 and 2 of the Disabled Persons (Services, Consultation and Representation) Act 1986. In regard to the implementation of these sections, I refer the hon. Gentleman to the reply that I gave on 23 July.
