To ask the Secretary of State for the Environment if he will lift restrictions preventing local authorities from diverting money from capital receipts into the building of homes.

The rules under which local authorities set aside a reserved part of their capital receipts as provision for credit liabilities enable resources to be targeted more effectively on need. Local authorities are free to use all the usable part of their capital receipts for capital expenditure on any service.
