asked Her Majesty's Government:

How many prisoners who applied for transfer from England to Northern Ireland have been refused on each of the following grounds: (a) that his crimes were so serious as to render him undeserving of public sympathy; (b) that it would be inappropriate for the prisoner to benefit from a substantial reduction in time left to serve (as a result of Section 26(4) of the Criminal Justice Act 1961).
