To ask the Secretary of State for the Environment who is responsible for deciding how many and which bathing beaches are tested each year for compliance with EEC standards.

In England this is a matter for my right hon. Friend the Secretary of State for the Environment. In Scotland, Wales and Northern Ireland it is a matter for the respective Secretaries of State. Identifications were made in consultation with the competent authorities. Local authorities and the National Rivers Authority also measure the quality of other, non-identified, waters in their area.
