§ Mr. MoynihanThe Crown Estate, which grants the extraction licence, monitors the conditions that the Secretary of State has imposed when a favourable Government view has been given. If the Secretary of State is advised that such conditions are not adhered to, he can review the provision of the Government view and in some circumstances the Crown Estate could withdraw the licence.
