To ask the Minister for the Arts what consultations he has had in order to give arts and science institutions borrowing powers; and if he will make a statement.

The Government's financial support to the institutions sponsored by my office is in the form of grants and grants-in-aid.

Although the Government do not normally permit borrowing powers in these circumstances, I and my colleagues study any new proposals with care.
