asked Her Majesty's Government:

Whether Brazil has applied to join the non-proliferation treaty; and if not whether they will encourage an application; and whether they share the concern expressed by Brazilian scientists at the uncontrolled development of nuclear capability by the military in that country.

Brazil has not acceded to the non-proliferation treaty—the NPT. As a depository power, the UK takes every suitable opportunity to encourage universal adherence to the NPT. This would entail the application of full-scope safeguards to the nuclear activities of all non-nuclear weapons states.
