To ask the Secretary of State for Wales if he will make a statement about the arrangements for paying new housing capital grants.

New housing capital grants were introduced by part VIII of the Local Government and Housing Act 1989. The approval of Parliament for expenditure on these new grants is being sought in the main supply estimates for class XVI, vote 6—housing, other environmental services and welfare food, Wales. Pending that approval urgent expenditure, estimated at £22,733 million, will be met by repayable advances from the Contingencies Fund.
