HC Deb 19 July 1990 vol 176 c713W
Mr. Denis Howell

To ask the Secretary of State for Transport if he will list the international regulations that govern the actions of police on a national airline or in national airspace.

Mr. McLoughlin

The Tokyo convention of 14 September 1963 sets out the powers of the commander of an aircraft to protect the safety of the aircraft and its passengers and to maintain order on board, whilst the aircraft is in flight. It is a matter for the commander, and the law of the aircraft's state of registry, to regulate the use of the police for this purpose.
