§ Mr. Trippier[holding answer 17 July 1990]: These notes will not address what constitutes excessive cost. A draft of the guidance setting out the Government's interpretation of the concept of best available techniques not entailing excessive cost—BATNEEC—was placed in the Library on 26 April 1990.
