asked Her Majesty's Government:

Whether, while encouraging the use of bicycles, they will take steps to make cyclists more aware of the requirement that they observe traffic regulations, with particular reference to the practice of cyclists using pavements rather than roads and ignoring one-way street rules, traffic lights etc, to their own and other persons danger.

Cyclists, like other road users, need to act responsibly on the road. 300,000 children each year are getting cycle training, which includes proper behaviour on the road. Advice to adults is contained in theHighway Code and in the booklet Positive Cycling issued by the Cyclist Touring Club with the support of the Department of Transport. As announced in the White Paper, The Road User and the Law, the Government are proposing to increase the maximum fines for dangerous and careless cycling to £1,000 and £400, respectively.
